Joseph R. Hill

Vice President, Public Safety

With more than four decades of distinguished service in law enforcement and public safety, Joseph R. Hill brings unmatched leadership, operational expertise, and global perspective to 701C LLC. Most recently serving as Chief of Police for Horry County, South Carolina, Joseph previously spent 28 years with the Fairfax County Police Department, retiring as a Major responsible for Human Resources and Training.

A U.S. Navy veteran and service-connected disabled American Veteran, Joseph began his professional journey as a Cryptologist before transitioning into civilian law enforcement. Over his 40-year career, he has consistently advanced community-centered policing, modernized HR and training systems, and led initiatives that strengthened trust, accountability, and operational readiness within the agencies he served.

Joseph’s leadership has been recognized through numerous local, state, and federal awards honoring his contributions to public safety and professional excellence. As an instructor for the U.S. Department of State’s Anti-Terrorism Assistance Program, he has shared his expertise with international military and law enforcement leaders, advancing capacity building and global security cooperation.

At 701C LLC, Joseph leads the Public Safety Practice, guiding strategic engagements in police reform, training, and advisory services across domestic and international programs. His deep understanding of leadership, organizational culture, and community engagement continues to shape 701C’s mission of enabling effective, ethical, and sustainable law-enforcement outcomes worldwide.
