James P. Schield
Senior Law Enforcement and Security Advisor
James P. Schield is a seasoned law enforcement executive and national security advisor with more than four decades of distinguished service across local, federal, and international arenas. His career reflects a deep and enduring commitment to advancing public safety, operational excellence, and interagency cooperation in support of U.S. and allied security objectives.
As the former Chief of International Operations for the U.S. Marshals Service, Mr. Schield directed global law enforcement coordination and foreign liaison efforts, integrating U.S. justice and security policies through the National Security Staff (now National Security Council). He represented the Marshals Service at the Interagency Policy Committee (IPC) level, contributing to the development of international criminal justice policy and national security initiatives.
Mr. Schield’s extensive field and executive experience spans criminal investigations, detainee and prisoner operations, fugitive apprehension, and detention leadership. He has overseen complex technical operations involving prisoner transport, housing, and life-support systems across multiple jurisdictions. His prior roles include service as a Special Agent with the U.S. Customs Service, liaison work with Interpol Washington, and rural policing in Wisconsin, giving him a rare combination of tactical and strategic law enforcement experience.
During his tenure at the Federal Law Enforcement Training Centers (FLETC), Mr. Schield served as Senior Law Enforcement Advisor, strengthening interagency coordination and leading capacity-building initiatives that supported the Departments of Homeland Security, Justice, and State. His work advanced rule-of-law programs, detention and court security operations, and counter-narcotics and cross-border enforcement efforts worldwide.
