Donnie Gosselin
Donnie Gosselin serves as Vice President of LATAM Operations for 701C LLC, bringing over 30 years of law enforcement leadership and more than 20 years of international experience supporting U.S. Department of State and Department of Justice programs across 28 countries.
A retired Boston Police Department leader, Mr. Gosselin has held senior advisory roles advancing police reform, community policing, and counterterrorism initiatives throughout Latin America and other complex environments. He served as Central America’s first Fulbright Professor of Policing and as the first Senior U.S. Police Advisor to Panama, supporting the transition to a modern, community-oriented, intelligence-led national police force.
His global experience includes supporting police reform efforts across Central America, evaluating counterterrorism programs in Central Asia, and developing training initiatives to strengthen law enforcement capabilities in Africa and Asia.
Mr. Gosselin currently serves as a U.S. Federal Monitor in Puerto Rico, overseeing reforms related to internal affairs, discipline, and accountability systems.
He holds degrees from Northeastern University and Suffolk University, completed postgraduate studies at the University of Virginia, and is a graduate of the FBI National Academy. He also serves as Chair of the IACP IMPACT Section.
At 701C, he leads regional operations across Latin America, supporting security cooperation, law enforcement development, and mission execution in complex environments.
