Michael J. Gunnison

Chief Legal Officer & Senior Advisor

Mike Gunnison serves as Chief Legal Officer for 701C LLC, bringing more than three decades of senior legal, operational, and international experience. After working on Capitol Hill and as an Assistant U.S. Attorney in the Eastern District of New York and the District of New Hampshire, Mr. Gunnison served more than 10 years in U.S. Embassies supporting U.S. Rule of Law and security sector initiatives in the Middle East.  As the DOJ’s OPDAT Resident Legal Advisor in the UAE, he was responsible for training judicial, law enforcement, and security sector officials across an eight-country region.  He was appointed Rule of Law Coordinator at the Embassy in Baghdad (Senior Executive Service), where he coordinated multinational Rule of Law efforts involving U.S. military forces, coalition partners, the European Union, and the United Nations.  He also served as the implementing authority for the U.S.-Qatar Agreement on Combating Terrorism Financing from 2018 to 2021. He then worked as Senior Counsel in the Doha office of Crowell & Moring LLP.

In addition to his overseas assignments, Mr. Gunnison held dual roles as a Trial Attorney in the DOJ Fraud Section and as an Associate General Counsel for the Office of the Special Inspector General for Afghanistan Reconstruction (SIGAR), where he investigated fraud, corruption, and money laundering involving reconstruction funding. Domestically, he has served as Acting U.S. Attorney, First Assistant U.S. Attorney, Criminal Chief, Anti-terrorism Coordinator, and Computer Hacking and Intellectual Property (CHIP) Coordinator, leading cybercrime and other prosecutions requiring digital evidence. He is the recipient of numerous awards, including the Director’s Award from the Executive Office of United States Attorneys, the Attorney General’s Special Award for Exceptional Service in Furthering the Rule of Law in Iraq, and the Assistant Attorney General’s Award for Furthering U.S. Interests Overseas.

In his role with 701C, Mr. Gunnison provides strategic legal oversight, ensures regulatory and contractual compliance across global operations, and supports the integration of Rule of Law expertise into expeditionary and contingency environments.
